Directive 26 / CT-TTg on the effective implementation of the Resolution No. 35/2016 has been signed by the Prime Minister, affirming the Government's spirit in accompanying enterprises.

After more than a year of implementation, besides some positive results, the implementation of Resolution No. 35 is still limited as some mechanisms and policies are inappropriate; Implementation of some solutions has not met the practical requirements; There is also a gap between policy and enforcement in many emerging areas such as administrative procedures in import and export, taxes, customs, child licenses, access to land, capital, resources, Enterprise overlap; The coordination between the ministries, branches and localities is inconsistent and tight in guiding enterprises.
Before that reality, the Prime Minister asked the leaders of ministries, branches and localities in the period 2017 - 2018 to focus on directing and organizing the effective implementation of the following solutions and tasks.
The Prime Minister assigned the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with concerned agencies in, finalizing the draft Law on Support to SMEs and Guiding Decrees in the second quarter of 2017; To coordinate with the ministries, branches and People's Committees of the provinces and centrally-run cities in organizing the effective implementation of policies and programs on support for SMEs after the law is adopted by the National Assembly; To chair and coordinate with relevant ministries and sectors in drafting decrees amending and supplementing a number of decrees aimed at creating links between investment procedures and procedures for land, construction, Environment, submitted to the Government in Q2 / 2017.

Reduce input costs

The Ministry of Labor, Invalids and Social Affairs reviews and recommends labor policies and wages in line with labor productivity and social insurance at the level of ASEAN 4, ensuring harmony between enterprises and Workers, report to the Prime Minister in 4/2017.
